The pack

Six document types, chosen by the site

Every pack carries a design and access statement and a planning statement. The rest depend on what the constraint check turns up, so a site in a conservation area gets a heritage statement and one in flood zone 3 gets a flood risk assessment.

  • Design and access statement

    Layout, scale, appearance, access and landscaping, written about your site rather than a template with the address changed.

  • Planning statement

    The proposal set against the NPPF and the numbered policies in your council’s own local plan, so the case answers the policies the officer will cite.

  • Heritage statement

    Included where the site is listed, sits within a conservation area or is close enough to a listed building for setting to matter.

  • Flood risk assessment

    Included where the site falls in flood zone 2, 3a or 3b, with the sequential and exception tests addressed.

  • Ecological scope

    The preliminary appraisal scope and the biodiversity net gain position, so you know which field survey the site actually needs before you commission one.

  • Pre-application letter

    A structured request for the council’s view before you commit, with the site description and proposal summary set out. Included on request.

Order of events

From an address to a submittable pack

  1. Step 1

    You order

    Site address, postcode, application type and a description of the proposal. Card payment for the standard rate, or a payment link once we have confirmed your account for the customer rate.

  2. Step 2

    We check the site

    Conservation area, listed buildings, green belt, SSSI, protected trees, Article 4 direction and flood zone, from the published planning data and Environment Agency records. A constraint nobody can check is recorded as unknown, not as a no.

  3. Step 3

    We pull the policy set

    Your local planning authority is identified from the site, and the relevant local plan policies come into the statements alongside the national ones.

  4. Step 4

    We draft and read it

    The statements are drafted from that constraint and policy set, then read through and edited before they leave. Nothing is sent to you unread.

  5. Step 5

    You submit

    The pack arrives as PDFs. You upload it to the Planning Portal with your drawings and pay the council’s application fee.

What we need from you

  • The site address and postcode.
  • What you propose to build, in a paragraph. More detail gives a better statement.
  • The application type, if you know it. Ask if you are not sure.
  • Your drawings, if you have them. A location plan and existing and proposed elevations are what the council validates against.
  • Anything you already know about the site: a previous refusal, a pre-application response, a covenant, an access agreement.

What the price does not cover

Architectural drawings
A council validates an application against a location plan and existing and proposed drawings. We write the statements that go with them. Bring your own architect or technician, or ask and we will say what the application will need.
The council’s fee
The planning application fee is set by statute and paid to the local planning authority when you submit. It is not part of the pack price.
Specialist field surveys
Where a constraint calls for an arboricultural report, a bat survey or a full ecological appraisal, that is a visit by a qualified surveyor. The ecological scope in the pack tells you which one you need.
Acting as your agent
The pack is yours to submit. Dealing with the case officer, revisions after validation, and an appeal against a refusal are separate work and are not included.
Sites outside England
The constraint and policy data comes from the published English planning datasets and Environment Agency flood records. Wales, Scotland and Northern Ireland are not covered.

What does the planning pack cost?

One payment of £600 +VAT for a single site. A company with a live Estimark subscription pays £199 +VAT for the same pack. All prices exclude VAT, added at 20% at checkout.

  • One site, one application. A second site is a second pack.
  • No subscription, and no account needed for the standard rate.
  • The price is fixed before you pay. It does not move with how many documents the constraints turn out to require.

NoteThe customer rate is checked against your Estimark account before a payment link goes out, so it is not something you can put through on the card form.

Who is this for?

Builders and small developers who have the drawings and do not want to pay a planning consultant’s fee for the written work, and homeowners running their own extension or loft application. If you are submitting more than a handful of applications a year, the EstiPlan module inside Estimark is the cheaper way to do it yourself.

  • One application coming up: buy the pack.
  • Applications every month: the module runs on your plan and you draft them yourself.
  • A scheme with viability, transport or drainage issues: you need a consultant, and we will say so rather than take the order.

Will the pack get planning permission?

Nobody can promise a decision, and anyone who does is selling you something else. What the pack does is put your case against the policies the council will actually assess it against, with the site constraints identified before the officer finds them. A proposal that conflicts with the development plan is still a proposal that conflicts with the development plan.

Is a person involved, or is it all automatic?

Both, in that order. The statements are drafted by the same EstiPlan engine Estimark customers use, from the site details, the constraint findings and the policy set. Then they are read and edited before they are sent. The reading is the part you are buying: the module on its own produces a draft for a professional to check, and here we do the checking.

How much does an EstiPlan planning pack cost?

One payment of £600 +VAT for a single site, or £199 +VAT if your company has a live Estimark subscription. All prices exclude VAT, added at 20% at checkout.

Do I need drawings as well as the pack?

For most application types, yes. A council validates an application against a location plan and drawings of what exists and what you propose, and those come from an architect or an architectural technician. The pack is the written half: the statements, the policy case and the constraint work.

How long does it take?

We confirm a delivery date in writing once we have the site details, before any drafting starts. Tell us your deadline on the order form. If the date you need is not one we can hold, we say so rather than taking the work on.

Which application types are covered?

Householder, full planning permission, outline permission, prior approval and lawful development certificate. Those are the five EstiPlan is built around.

Do I need an Estimark account to buy a pack?

No. The standard rate is open to anyone and takes a card at checkout. The lower rate is for companies already paying for Estimark, and we confirm the account before sending a payment link for it.

What happens after I pay?

You get a receipt from the payment, then a confirmation with the delivery date and anything else we need from you. The finished pack arrives as PDFs.

Can you submit the application for me?

No. The pack is yours to upload to the Planning Portal, and the application fee is paid to the council by you. Acting as your agent, negotiating with the case officer and appealing a refusal are separate work that is not included.

What if the site is in Wales or Scotland?

We cannot help yet. The constraint and policy checks read the published English planning datasets and Environment Agency flood records, and the equivalent sources for Wales, Scotland and Northern Ireland are not wired in.
