What the EstiPlan — Planning Applications module does
- Records the site by address, postcode, UPRN, title number and site area, and resolves the local planning authority and its code.
- Supports five application types: householder, full, outline, prior approval and lawful development certificate.
- Checks the site against seven constraint categories and timestamps when the check ran.
- Distinguishes "checked and clear" from "never checked" — an unchecked constraint is stored as unknown, not as a negative.
- Drafts Design & Access and Planning Statements with AI, for you to review and edit.
- Keeps the validation date apart from the submission date, because the statutory determination clock runs from validation.
- Tracks conditions on a granted permission as pre-commencement, pre-occupation or compliance, with a discharge status.

What planning constraints does EstiPlan check?
Seven: conservation area (with the area name), listed buildings, Green Belt, SSSI, TPO trees, Article 4 direction and flood zone (1, 2, 3a or 3b). The check is timestamped, and each flag can hold three states rather than two.
NoteA constraint that has not been checked is stored as unknown and must be presented as unknown, not as a clear result. A false negative on a listed building or an SSSI is exactly the sort of thing a professional indemnity claim is built on — treat the output as a first pass to verify, not as a certificate.
Does Estimark submit the application to the Planning Portal?
No. EstiPlan is a document-preparation tool. It assembles the application record and drafts the supporting statements, and you upload the pack to the Planning Portal yourself. Estimark stores the Planning Portal reference and the LPA’s own reference separately once you have them, because they are different numbers.
How does EstiPlan track the determination clock?
From validation, not submission. An application sitting invalid at the LPA has no statutory clock running at all, so Estimark keeps the submitted date and the validated date as separate fields and derives the target decision date from the validated date and the application’s statutory period in weeks. Where an extension of time has been agreed, that date replaces the statutory target.
What happens after permission is granted?
Conditions are recorded individually, numbered, with their text and a type. A pre-commencement condition blocks a start on site, a pre-occupation condition blocks handover, and a compliance condition runs for the life of the development. Each carries a status of outstanding, submitted, discharged or not required, with a due date and a discharge reference.

How much does EstiPlan cost?
Planning Applications (EstiPlan) is £49 a month on top of your Estimark plan. It is a bolt-on rather than a bundled module because statement generation carries a real per-use AI cost and the buyer is the design-and-build and small-developer slice rather than every contractor.
Can Estimark submit a planning application for me?
No. EstiPlan prepares the pack — the application record, the constraints check and the drafted statements. Submission to the Planning Portal is done by you, and Estimark then stores the portal reference and the LPA reference against the application.
Are the AI-drafted planning statements ready to submit?
They are drafts for a professional to review and edit. They are generated from the site details, application type and constraint findings you have entered, and the quality of the output depends on the quality of that input.
What is a pre-commencement condition?
A condition on a planning permission that must be discharged before any work starts on site. Estimark flags an application while any pre-commencement condition remains undischarged, because starting work with one outstanding can leave the whole permission unimplemented.
